रक्षाबंधन कब से प्रारम्भ हुआ (पौराणिक इतिहास )

स्कन्ध पुराण, पद्मपुराण और श्रीमद्भागवत में वामनावतार नामक कथा में रक्षाबन्धन का प्रसंग मिलता है। कथा कुछ इस प्रकार है- दानवेन्द्र राजा बलि ने जब 100 यज्ञ पूर्ण कर स्वर्ग का राज्य छीनने का प्रयत्न किया तो इन्द्र आदि देवताओं ने भगवान विष्णु से प्रार्थना की। तब भगवान ने वामन अबतार लेकर ब्राह्मण का वेष धारण कर राजा बलि से भिक्षा माँगने पहुँचे। गुरु के मना करने पर भी बलि ने तीन पग भूमि दान कर दी। भगवान ने तीन पग में सारा आकाश पाताल और धरती नापकर राजा बलि को रसातल में भेज दिया। इस प्रकार भगवान विष्णु द्वारा बलि राजा के अभिमान को चकनाचूर कर देने के कारण यह त्योहार बलेव नाम से भी प्रसिद्ध है। कहते हैं एक बार बाली रसातल में चला गया तब बलि ने अपनी भक्ति के बल से भगवान को रात-दिन अपने सामने रहने का वचन ले लिया। भगवान के घर न लौटने से परेशान लक्ष्मी जी को नारद जी ने एक उपाय बताया। उस उपाय का पालन करते हुए लक्ष्मी जी ने राजा बलि के पास जाकर उसे रक्षाबन्धन बांधकर अपना भाई बनाया और अपने पति भगवान बलि को अपने साथ ले आयीं। उस दिन श्रावण मास की पूर्णिमा तिथि थी। विष्णु पुराण के एक प्रसंग में कहा गया है कि श्रावण की पूर्णिमा के दिन भगवान विष्णु ने हयग्रीव के रूप में अवतार लेकर वेदों को ब्रह्मा के लिये फिर से प्राप्त किया था। हयग्रीव को विद्या और बुद्धि का प्रतीक माना जाता है।
महाभारत में भी इस बात का उल्लेख है कि जब ज्येष्ठ पाण्डव युधिष्ठिर ने भगवान कृष्ण से पूछा कि मैं सभी संकटों को कैसे पार कर सकता हूँ तब भगवान कृष्ण ने उनकी तथा उनकी सेना की रक्षा के लिये राखी का त्योहार मनाने की सलाह दी थी। उनका कहना था कि राखी के इस रेशमी धागे में वह शक्ति है जिससे आप हर आपत्ति से मुक्ति पा सकते हैं। इस समय द्रौपदी द्वारा कृष्ण को तथा कुन्ती द्वारा अभिमन्यु को राखी बाँधने के कई उल्लेख मिलते हैं। महाभारत में ही रक्षाबन्धन से सम्बन्धित कृष्ण और द्रौपदी का एक और वृत्तान्त भी मिलता है। जब कृष्ण ने सुदर्शन चक्र से शिशुपाल का वध किया तब उनकी तर्जनी में चोट आ गई। द्रौपदी ने उस समय अपनी साड़ी फाड़कर उनकी उँगली पर पट्टी बाँध दी। यह श्रावण मास की पूर्णिमा का दिन था। कृष्ण ने इस उपकार का बदला बाद में चीरहरण के समय उनकी साड़ी को बढ़ाकर चुकाया। कहते हैं परस्पर एक दूसरे की रक्षा और सहयोग की भावना रक्षाबन्धन के पर्व में यहीं से प्रारम्भ हुई।

Did anyone hear the chief of the world’s biggest database project take the oath of office for a cabinet minister?
What will be the consequences if Nandan Nilekani subverts the Constitution?
Four years have passed, Nilekani has refused to reveal whether or not he has himself enrolled for biometric unique identification (UID)/Aadhaar number. Can we expect him and his bosses Montek Singh Ahluwalia, Dr Manmohan Singh, Sonia Gandhi, Rahul Gandhi, Pranab Mukherjee and cabinet ministers to enroll before his terms expires next year?  This information has been denied under the Right to Information Act.   
How will Nilekani and likes of him be penalised if they formally hand over the Central Identities Data Repository of UID/Aadhaar numbers to foreign governments and companies?
What will happen to him if he does the same in the name of awarding contracts to biometric technology companies for de-duplication of CIDR?
His counterpart in Pakistan did offer the entire record of the National Database and Registration Authority to the United States as has been revealed by the diplomatic cables leaked by Wikileaks.

China started their family planning policy in 1970, India in 1952
In 2001 our birth rate was nearly 3 times more than China. 27 births per 1000 as against 8.8 for China! India is adding 18 million people per year, against 9 million per year in China. Total addition to population is a function of total births minus total deaths.
India’s per capita earning is US$440 per year against US$990 per year in China
As per the World Bank, the poverty line definition is US$1 per person per day or US$365/person/year, for underdeveloped countries like India, China etc. As per the official data from both governments, China has 3% population below the poverty line, compared to India’s 26 to 29%! Only better governance can help.
China attracts 87 million tourists per year (this is expected to reach 90 million in 2002) against 2.5 million per year to India.
The international Tourism Industry is [7 times the size of I.T. or software] about, US$3700 billion per year. India, in spite of its old history and 21 cultures and languages, seems to have ‘missed the bus’, in Tourism. Tourism is a very big employment generator. It is estimated that every one tourist generates 2 to 4 jobs. Tourism promotes International trade and understanding.
How will we provide additional 10 million jobs per year?
The Public Sector and State/Central Government, which is already overstaffed, has a total of 18.7 million employees, therefore offers very little scope for new employment. We have to look outside the government for new employment. The unorganized sector and the SME’s (SSI is not SME) offer the maximum scope for employment, like in all other countries of the world, including China. SME’s account for nearly 75% of employment and 80% of trainees!
The Government can only facilitate jobs; they cannot provide jobs for the 300 million partly or fully unemployed in India!
At 10 million jobs per year it will take us 30 years to remove unemployment, at 5 million jobs for year it will take us 60 years! The present Indian ‘mind set’ will require rethinking and reorganization of the existing perceptions about Public Sector enterprises, and the actual role they are supposed to play! Only efficient organizations can deliver results and growth. Only better governance and efficient administration can deliver results!
In Foreign Direct investment, FDI, China + Hong Kong received US$106 billion last year [US$70billion from NRC's] vs US$3.6 billion [US$0.2b from NRI's] for India! Only better Governance can attract FDI and Tourists. In exports, China is nearly +700% of India

Taking the exports of Hong Kong + Macau into account, China’s exports would be +1000% of India! China’s GDP is 50% in manufacturing or $ 650 billion per year. India’s GDP is 25% in manufacturing or $110 billion per year. China’s manufacturing base is nearly 6 times of India’s.

Integrated Child Development Service (ICDS) scheme was launched on 2nd October, 1975 (5th Five year Plan) in pursuance of the National Policy For Children started in 33 experimental blocks Success of the scheme led to its expansion to 2996 projects by the end of March 1994. The Lok Sabha has certain powers that make it more powerful than the Rajya Sabha.
  • Motions of no confidence against the government can only be introduced and passed in the Lok Sabha. If passed by a majority vote, the Prime Minister and the Council of Ministers resigns collectively. The Rajya Sabha has no power over such a motion, and hence no real power over the executive. However, the Prime Minister may threaten the dissolution of the Lok Sabha and recommend this to the President, forcing an untimely general election. The President normally accepts this recommendation unless otherwise convinced that the Lok Sabha might recommend a new Prime Minister by a majority vote. Thus, both the executive and the legislature in India have checks and balances over each other.
  • Money bills can only be introduced in the Lok Sabha, and upon being passed, are sent to the Rajya Sabha, where it can be deliberated on for up to 14 days. If not rejected by the Rajya Sabha, or 14 days lapse from the introduction of the bill in the Rajya Sabha without any action by the House, or recommendations made by the Rajya Sabha are not accepted by the Lok Sabha, the bill is considered passed. The budget is presented in the Lok Sabha by the Finance Minister in the name of the President of India.
  • In matters pertaining to non-financial (ordinary) bills, after the bill has been passed by the House where it was originally tabled (Lok Sabha or Rajya Sabha), it is sent to the other house, where it may be kept for a maximum period of 6 months. If the other House rejects the bill or a period of 6 months elapses without any action by that House, or the House that originally tabled the bill does not accept the recommendations made by the members of the other house, it results in a deadlock. This is resolved by a joint session of both Houses, presided over by the speaker of the Lok Sabha and decided by a simple majority. The will of the Lok Sabha normally prevails in these matters, as its strength is more than double that of the Rajya Sabha.
  • Equal Powers with the Rajya Sabha in initiating and passing any Bill for Constitutional Amendment (by a majority of the total membership of the House and at least two-thirds majority of the members present and voting).
  • Equal Powers with the Rajya Sabha in initiating and passing a motion for the impeachment of the President (by two-thirds of the membership of the House).
  • Equal Powers with the Rajya Sabha in initiating and passing a motion for the impeachment of the judges of the Supreme Court and the state High Courts (by a majority of the membership of the House and at least two-thirds majority of the members present and voting).
  • Equal Powers with the Rajya Sabha in initiating and passing a resolution declaring war or national emergency (by two-thirds majority) or constitutional emergency (by simple majority) in a state.
  • If the Lok Sabha is dissolved before or after the declaration of a National Emergency, the Rajya Sabha becomes the sole Parliament. It cannot be dissolved. This is a limitation on the Lok Sabha. But there is a possibility that president can exceed the term to not more than 1 year under the proclamation of emergency and the same would be lowered down to six month if the said proclamation ceases to operate.
